HOUSE JOINT RESOLUTION NO. 53 Relating to support for                          
federal legislation providing for the continuation of the University of        
Alaska by the conveyance of federal land to the university, was read

Senator Duncan offered Amendment No. 1 :                                        
                                                                               
Page 2, following line 8, following "refuges;":                                
	Insert "and                                                                   
	WHEREAS S. 660 would allow the University of Alaska to                      
select land within the National Petroleum Reserve - Alaska without             
restriction, an alternative that is not in the best interests of the state     
and an alternative about which the University of Alaska is willing to          
consider alternatives, including a fifty-fifty sharing of oil and gas          
revenue with the state; and                                                    
	WHEREAS S. 660 currently would allow the University of                      
Alaska to select land within the Tongass National Forest, other than           
Land Use Designation II land; allowing the University of Alaska to             
select Land Use Designation III and IV land is inconsistent with the           
states interests, and the University of Alaska is amenable to S. 660           
being amended to remove this land from being available for                     
selection;"                                                                    
                                                                               
Page 2, line 9, following "S. 660":                                            
	Insert ", provided that S. 660 is amended either to remove                    
National Petroleum Reserve - Alaska and Tongass National Forest                
Land Use Designation III and IV land from being eligible for                   
selection or otherwise to reach a compromise on these issues that              
satisfies the concerns of the state,"

	FURTHER RESOLVED that the Alaska State Legislature                          
urges Senator Murkowski to work with Governor Knowles and the                  
University of Alaska to make the amendments to S. 660                          
recommended in this resolution or to find acceptable alternatives"             
                                                                               
Senator Duncan moved for the adoption of Amendment No. 1.                      
Senator Leman objected.                                                        
                                                                               
Senator Kelly moved that the resolution with the motion pending be             
held in second reading to the April 27 calendar. Without objection,            
it was so ordered.
